The Housing Ministry (MHCLG) has issued an update on the Private Rented Sector:
While Parliament is in recess, activity around the Renters’ Rights Bill continues. The Bill completed its Report Stage in July, with amendments debated on issues like the Decent Homes Standard, a new carer possession ground, and pet damage deposits. It passed Third Reading on 21 July. The Bill’s next step—‘ping pong’ between the Commons and Lords—is set to begin on Monday 8 September.
Meanwhile, the PRS Division remains active:

New consultation launched on extending the Decent Homes Standard to private rentals – closes 10 September.

Ongoing work on secondary legislation, Tenancy Deposit Protection, and understanding rent-to-rent arrangements.

A voluntary data return has been launched to prepare for the new ‘Duty to Report’ on enforcement (will require local authorities to collect and report PRS enforcement data. Local council enforcement teams have been sent details of the data to collect.
Deep Dive: PRS Database
A national database is in development to register landlords and private rented properties. It aims to:

Support council enforcement by identifying non-compliant landlords.

Provide landlords with a centralised guidance hub.

Give tenants greater transparency.
