From 2 February 2026, all landlords in Brent renting out houses in multiple occupation (HMOs) will be required by law to hold a licence.
The new Additional HMO Licensing Scheme applies to smaller HMOs with three or four tenants from different households, while larger HMOs (five or more tenants) already require a Mandatory Licence, and non-HMO rental properties require a Selective Licence (except in Wembley Park).
The council said that a previous scheme (2020–2025) led to significant improvements in housing standards and property management, and that the new scheme will continue this progress.
Key points for landlords:
- Licence inspections: All licensed HMOs will be inspected, with landlords notified of any safety or improvement works needed
- Enforcement: Failure to comply will result in council action to protect tenants
- Licence duration & cost: Up to five years; £1,040 standard fee. Early applicants can secure the current lower rate of £840
Council spokesperson: “The scheme will help drive up standards for renters and support responsible landlords, ensuring homes are safe, well-managed, and compliant with legal requirements.”
Landlords are encouraged to apply early to secure the reduced fee and ensure compliance ahead of the February 2026 start date.
