Climate Change Report published

The Climate Change Committee (CCC) has issued a stark warning that the UK is significantly off track to meet its 2030 emissions reduction target, a crucial step towards achieving Net Zero by 2050. Only a third of the necessary emissions reductions are currently supported by credible plans. Despite the positive progress made since 1990, with emissions now less than half of their levels, the CCC emphasizes that ambitious actions are urgently needed across all sectors, not just energy, to meet future targets​ 

Key Areas of Concern:

  1. Emissions Targets at Risk:
    • The CCC highlights that current government plans fall short, particularly in areas such as transport, buildings, industry, and agriculture. Professor Piers Forster, interim Chair of the CCC, urges the new government to take immediate corrective actions to bridge this gap​ Critical Technology Rollout:
    • To meet the 2030 goals, significant scaling up of low-carbon technologies is required:
      • Annual offshore wind installations need to triple, onshore wind installations should double, and solar installations must increase fivefold.
      • Heat pumps must heat 10% of existing homes, a substantial increase from the current 1%.
      • The market share of new electric cars needs to rise from 16.5% to nearly 100% by 2030​ ​.
  2. Policy Rollbacks and Messaging:
    • The CCC criticizes recent policy rollbacks, such as exemptions for fossil-fuel boiler phase-out and reduced obligations on landlords for energy efficiency. These rollbacks have widened the gap between plans and targets, necessitating swift reinstatement and reinforcement of policies​ )​.
  3. Public and Global Leadership:
    • Public opinion in the UK supports climate action, and historically, the UK has played a leading role in international climate diplomacy. The CCC encourages the government to re-establish its leadership at COP29 and reaffirm its commitment to Net Zero​.

CCC’s Ten Recommendations:

  1. Make Electricity Cheaper: Remove policy costs from electricity prices to support electrification in various sectors.
  2. Reverse Policy Rollbacks: Reinstate obligations and phase-out timelines for fossil-fuel technologies.
  3. Remove Planning Barriers: Facilitate installations of heat pumps, EV charge points, and onshore wind.
  4. Decarbonise Public Sector Buildings: Implement a comprehensive programme.
  5. Renewable Energy Auctions: Ensure effective design and funding for upcoming auctions.
  6. Industrial Electrification: Enhance the UK Emissions Trading Scheme to support electric heat transitions.
  7. Tree Planting and Peatland Restoration: Address barriers and scale up these activities.
  8. Engineered Removals: Finalize business models for large-scale deployment.
  9. Skills Strategy: Support workers in growing or transitioning sectors.
  10. Adaptation Policy: Integrate adaptation into national policy objectives​​.

The CCC’s assessment underscores the need for urgent and comprehensive action to align with the UK’s ambitious climate targets and maintain its leadership in global climate efforts
