Brent Council Cracks Down on Unlicensed Landlords

On Friday 23 May, Brent Council carried out a borough-wide enforcement operation targeting landlords who are renting out properties without a valid licence.

Multi-agency teams, including officers from private housing, environmental health, and anti-social behaviour services, went door-to-door in targeted areas. They inspected properties for health and safety hazards, addressed residents’ concerns, and took enforcement action against unlicensed landlords.

Every landlord in Brent is legally required to have a licence to rent out their property… If you’re breaking the law, we will find you and you will face prosecution and hefty fines.
— Councillor Fleur Donnelly-Jackson, Brent Cabinet Member for Housing

Key Points for Agents and Landlords:
  • Property licensing is mandatory for all landlords in Brent except in Wembley Park.

  • Non-compliance can result in fines of up to £30,000, legal action, and entry on the rogue landlord database.

  • A recent inspection found 15 people in one seven-bedroom property—the landlords were fined £20,000.

  • Council teams are using intelligence-led targeting, including tip-offs from neighbours.
