Generation Rent wants limit on use of Guarantors

Activist group Generation Rent is warning that landlord requests for guarantors are becoming “almost the norm” — and it’s calling for tighter regulation around when and how landlords can ask for them.

According to the group’s research, the proportion of renters required to provide a guarantor has risen steadily over the years:

  • 5+ years ago: 26% of renters faced a guarantor request

  • 3–5 years ago: 28%

  • 1–3 years ago: 34%

  • Last 12 months: 39%

“This is a 50% increase in guarantor requests over time. What was once a niche requirement is fast becoming a routine demand,” the organisation said in a recent statement.


Calls for Reform Within the Renters’ Rights Bill

Generation Rent is now urging the government to amend the Renters’ Rights Bill to limit landlords’ ability to require guarantors.

Specifically, they want:

  • Guarantors to be requested only if a prospective tenant cannot prove affordability

  • Tenants who are unable to provide a guarantor to be exempt from this requirement altogether

  • Young people who have experienced care to be able to nominate their local council as a guarantor

  • A government-led review of whether similar schemes could be extended to other marginalised groups

The group cites anonymous testimonials from renters who say they’ve missed out on homes due to an inability to secure a guarantor, despite having reliable income and strong references.


What This Means for Landlords and Letting Agents

Landlords are increasingly using guarantors as a safeguard — particularly as economic uncertainty and legislative reforms heighten financial risks. But this new push could restrict that safety net, especially if new limitations become law under the Renters’ Rights Bill.

If the proposed changes go ahead, landlords may need to:

  • Revise affordability checks and tenant selection processes

  • Be prepared to justify guarantor requests

  • Stay updated on future legislation around council-backed guarantor schemes
