Landlords Ignored in London Housing Plan, Warns Industry Body

Propertymark has called on London Mayor Sadiq Khan to recognise the vital role of the private rented sector in solving the capital’s housing crisis.

Responding to the Mayor’s consultation on the New London Plan, the industry body criticised the lack of focus on landlords and urged urgent talks with the new Labour government to ease the tax burden facing private investors.

Landlords are struggling with rising interest rates, reduced mortgage relief, and mounting regulatory costs. Without action, the sector will shrink — and renters will pay the price,” said Propertymark.

The warning comes as housing delivery stalls. Q1 2025 saw 23 boroughs report zero new housing starts, and the pipeline is far short of London’s annual housing need.

Propertymark also urged the GLA to prioritise housing delivery over other competing goals:

Climate, inclusion and health matter, but not at the expense of putting roofs over people’s heads.”
