The Renters’ Rights Bill, set to become law later this year, marks one of the most significant shifts in the private rented sector (PRS) in decades. But far from spelling trouble for investors, the changes represent a clear signal: the future of renting in the UK will be professional, regulated, and increasingly led by institutions that can meet rising standards.
The Bill builds on the previous Renters’ Reform agenda, aiming to raise the bar across tenancy security, property standards and fairness — all necessary steps in a sector that now houses more than 20% of UK households.
At Leaders Romans Group, we work across the PRS — from single-property landlords to Build to Rent (BTR) operators with thousands of homes. We’ve seen firsthand the shift in both tenant demographics and investor expectations. Today’s renters include families, professionals and affluent individuals seeking service, security and quality — and institutional landlords are rising to that challenge.
The sector’s evolution isn’t driven by legislation alone. ESG (Environmental, Social and Governance) principles are now front and centre. A majority of UK institutional investors rank ESG ahead of traditional financial metrics. The BTR sector epitomises this change, with over 273,000 homes now in the pipeline, and regional growth outpacing even London.
Yes, the Bill will increase scrutiny — but that’s the point. We need a system that rewards good landlords, filters out the rest, and encourages long-term investment. Regulation should enable growth, not hinder it. And for investors, this is no time to sit on the sidelines. The future of the PRS is bigger, better, and built to last.
